In one bowl, make Dream Whip according to package directions. Then add 1/3 cup sugar and beat 30 seconds.
In another bowl, beat together cream cheese, milk and sugar until smooth, about 2 minutes.
Whisk together the water, lemon juice, and corn starch together.
Put the raspberries and sugar in a saucepan. Pour water mixture over berries and sugar. Heat over medium heat and bring to a boil, stirring constantly. Topping is done when it becomes translucent and no longer whiteish.
