In one bowl, make Dream Whip according to package directions. Then add 1/3 cup sugar and beat 30 seconds.
In another bowl, beat together cream cheese, milk and sugar until smooth, about 2 minutes.
Measure the water, lemon juice and corn starch into a bowl and whisk together.
Put the raspberries and sugar in a saucepan. Pour corn starch mixture over top.Heat over medium heat and bring to a boil, stirring constantly. Topping is done when it becomes translucent and no longer whiteish.
Allow topping to cool for about 5 minutes, then pour over cream cheese mixture and smooth out.
Place in the refrigerator and let set up at least 2 hours and up to 24 hours.
