Bring butter, milk, and sugar to a boil for exactly 5 minutes. Stir to prevent scalding.

Add the chocolate chips and stir.

Next, add the vanilla and marshmallow creme.  Stir until a smooth mixture is formed.

Place in a 9x9 parchment paper-lined baking pan. Smooth with a spatula.

Let cool to set. Once set cut into small squares.
