Preheat oven to 350* F. Make dough by sifting together the flour, salt and baking powder. Cut in the butter then fold in the milk. Roll out dough.
Peel and grate apples.
Combine water, butter, sugar and cinnamon and in a sauce pan to make the syrup
Spread grated apples across dough, then sprinkle with cinnamon sugar mixture. Roll up then slice like cinnamon rolls and place in 9x13 pan. Pour syrup over top then bake for 35 minutes.
